A journey to independence: the homelessness initiative enabling people to be their best

Onward Homes, a social landlord with over 35,000 homes across the North West, has joined forces with Housing First to support those experiencing homelessness in Greater Manchester.

In this update, Sonia Thompson, Neighbourhood Delivery Manager, shares how the Housing First programme is transforming lives by offering not just a home but the foundations for a brighter future.

What is the Housing First programme?

Housing First brings together 11 organisations across Greater Manchester, who work collaboratively to provide homes and intensive, tailored support for people who are experiencing, or at risk of, homelessness. The programme’s approach recognises that stable housing is the first crucial step to overcoming complex life challenges. As part of the partnership, we deliver safe and comfortable homes, while external partners and our in-house teams provide wraparound support.

Since the programme began in April 2019, we have seen positive outcomes for over 20 people. Each participant has been supported with not just a place to live, but also with the tools and encouragement to rebuild their independence and wellbeing.

How is Housing First making a difference?

The success of the programme is built on strong collaboration between our colleagues and partners who work closely to help participants sustain their tenancies and begin new chapters in their lives. We know that some individuals need more flexible support so we’re committed to tailoring our policies to meet people where they are. This personalised approach has proven effective in supporting those with the most complex needs.

While every journey is unique and not without its challenges, most participants have achieved stability and personal growth through Housing First. Below is just one of the many stories that highlight the life-changing impact of the programme.

A journey to independence: one customer’s story

In December 2022, a single man was referred to Onward for a one-bedroom home after facing homelessness. Through Housing First, he was supported with not only a safe place to live, but also all the essentials needed to make it a home – including furniture and white goods. With support, he began to settle in, decorating and personalising his new space.

The journey wasn’t always easy. He faced setbacks and challenges, including struggles with substance misuse and a period in prison. Crucially, the support from Onward and our partners never stopped. He returned to his home after release and, with ongoing encouragement, was able to regain stability and independence.

After consistently engaging with support services and making progress in his recovery, he was empowered to manage his tenancy on his own. In June 2024, he graduated from the programme and said:

“I’m really grateful to Onward for helping me get back on track. I don’t think I’d be alive today if Housing First hadn’t stepped in to help me.”

“I suffered from a nervous breakdown due to my previous lifestyle, but having this home enabled me to move away from bad influences that were controlling my life and impacting my mental health.”

“I’m in a much better place now, all settled into my flat, and I’ve reconnected with my family thanks to the support I’ve received.”

What’s next for the programme?

We’re thrilled that funding for Housing First has been secured until 2029, allowing us to continue working closely with our partners and making a positive difference for people across Greater Manchester. By providing more than just homes, by offering care, understanding, and opportunity, we’re committed to helping individuals thrive and communities flourish, together.
